Oh, who is he trying to kid? Bush did not takes "reponsibility" for his lies in his State of the Union address. Did he follow up this claim of responsibility with the announcement of his resignation? Of course not. He's as responsible as people who call up after terror bombings to say they did it, but never turn themselves in to the police.
